Which records should you gather first?
- Original wall plans and later structural revisions.
- Survey, easements and the location of property boundaries.
- Prior anchor repairs, invoices and construction photographs.
- Known utility routes, irrigation, pools and paved areas.
- Recent movement observations with dated photographs.
For unincorporated Escambia, start with Building Services and identify the parcel. City owners use the city permit record process. Missing drawings are a reason to define investigation, not to guess the buried layout.
What should you ask about investigation?
Confirm what must be exposed or tested, who authorizes excavation, and how the area will be made safe. Ask whether temporary support is needed and which findings would change the design. Do not excavate behind a moving wall to look for an anchor yourself.
| Question | Why it belongs in the brief |
|---|---|
Where can equipment stand? | Suspect retained ground may not be suitable for loading. |
What crosses the work area? | Utilities and existing improvements affect access. |
Does work reach another parcel? | Permission and property limits must be resolved. |
What remains concealed? | The report should state uncertainty clearly. |
Separate investigation from construction
A proposal to investigate buried supports is a different purchase from a proposal to replace them. Make the boundary between those assignments explicit.
| Investigation brief | Construction brief |
|---|---|
What will be exposed or tested? | What design and components will be installed? |
How will findings and unobserved areas be recorded? | What acceptance checks and records are included? |
Who makes the area safe and restores investigation access? | Who restores the full construction corridor? |
What decision should the report enable? | Who approves changes after work starts? |
Ask for a sketch of the work limits alongside the survey, known utilities and existing improvements. If the investigation leaves important conditions unknown, the report should say so; avoid allowing a provisional assumption to become an unexplained construction commitment.
What makes an anchor proposal reviewable?
Ask for the design responsibility, work limits, connection details and intended testing or acceptance criteria. Keep wall repair, drainage and site restoration in the same overall scope even when separate trades handle them. USACE’s design guidance treats these structures as systems rather than isolated visible parts.
How should approvals be described?
Tell the office the proposed structural work, excavation and any activity in the water. Santa Rosa’s published coastal construction route requires zoning and building review for seawall work. Pensacola’s small-work exemption does not cover structural work simply because the price is low.

Could replacement be more appropriate?
Ask for a comparison if the wall panels or foundation are also compromised. Retaining a damaged wall while renewing its anchors may leave the underlying problem unresolved. Use the repair-versus-replacement checklist and request complete alternative scopes.
