Downtown Pensacola & Sanders Beach Seawall Repair
Understand downtown Pensacola and Sanders Beach seawall projects, public waterfront interfaces, access permissions and private repair scope before hiring.
Describe your project on this page ↓Get to know your waterfront
Downtown and Sanders Beach frontage sits beside public waterfront investments with their own boundaries and records. Bruce Beach forms part of the continuous waterfront-trail vision, while Sanders Beach Park has a separate improvement program. Before planning a private wall, distinguish the parcel edge from public park, street and waterfront infrastructure.

Find the ownership line before the repair line
Start with the survey, any waterfront easement and the original wall or dock authorization. A maintained edge beside your property may belong to another owner or a public agency. Request the relevant record rather than inferring ownership from mowing, paving or an old fence. Mark where the proposed work would join an existing public structure.
Three local records that should not be mixed together
- The city lists both Bruce Beach improvement phases complete; Phase 1 opened in April 2024.
- A July 2026 Sanders Beach Park notice describes an accessible kayak launch, waterfront amenities and turtle-friendly lighting.
- A 2016 restoration report records the removal of the Sanders Beach living-shoreline component and continued work at Project GreenShores Site II near Muscogee Wharf.
Those records describe different projects. A concept, a funding allocation and a completed asset are different pieces of evidence. Ask for the actual as-built detail if your wall connects to a public edge. Bruce Beach Park Improvements Sanders Beach Park improvements Pensacola Bay living shoreline 2016 report
Plan access around an active waterfront
Prepare an access drawing showing equipment unloading, temporary barriers, pedestrian routes and the proposed work area. If the job touches a city right of way, Pensacola Engineering handles that permission. A contractor’s estimated mobilization date does not replace approval to occupy a public strip. For a condominium or shared waterfront, name the person who can authorize the project and provide the relevant ownership documents. Record whether docks, walls, drains and landscaping belong to the same entity. A scope that stops at the property corner should still explain how the new work will meet the adjoining edge.
Use local restoration as a question, not a promise
Living shorelines are part of Pensacola’s public waterfront history, but a particular approach needs the right exposure, space and approvals. The withdrawn Sanders Beach component is a useful reason to read project status carefully. Explore the living shoreline guide and ask which options fit your exact frontage. Do not assume a public restoration program will pay for a private repair.
Bring the same scope to each contractor: retained wall sections, removals, replacement materials, drainage connections and surface restoration. That makes the budget comparison more useful than collecting unrelated prices per foot.
What could the work cost?
Price public-interface coordination, pedestrian protection and permitted staging separately. Keep the public project budget out of private-wall comparisons; its access, amenities and procurement scope may be very different.
Published starting ranges, not quotes. Pensacola-area figures cover replacement and foam injection; other figures retain their Florida source area.

|---|---|---|
City of Pensacola Development Services | Check city limits, shoreline overlay and the complete wall or dock proposal. | Send the survey, existing authorizations, photographs and proposed access route. |
Pensacola Engineering | Coordinate drainage and any city right-of-way use. | Identify outlets, public edges, staging and the proposed restoration of disturbed ground. |
USACE Pensacola Permits Section | Confirm the federal route for the in-water work. | Use the same footprint, material and water-access description as the local application. |
Before you request a proposal
Use this local checklist to turn photographs and records into a clear scope.
Request an ownership record
Identify who owns and maintains each adjoining wall, drain, dock and public edge. Keep the response with the survey.
Use completion evidence
Ask for as-built drawings and current maintenance records at the exact interface, not only a press release or a master-plan image.

Downtown & Sanders Beach project questions
Was a living shoreline built at Sanders Beach under the 2016 project?
The cited annual report says that component was removed in December 2016. It describes a continuing component at Project GreenShores Site II. Do not use the original Sanders Beach concept as proof of a completed installation.
Does a park improvement project cover the wall beside my home?
Only the approved work limits and ownership records can answer that. The Sanders Beach notice describes public park features. Ask for the project drawing and compare it with your boundary before assuming a private wall is included.
Keep planning
