Get to know your waterfront

Floridatown is a useful starting point for understanding Pace waterfront work on Escambia Bay. The county identifies the park on the bay’s eastern shore and describes its ramp as shallow-water access. It also documents major Hurricane Sally damage and a later dock reconstruction. Access, drainage and storm exposure deserve separate questions in a private repair scope.

Ask how the equipment reaches a shallow-water shoreline

A water-based construction plan should identify depth constraints and the route to the wall. The county describes Floridatown Park’s concrete ramp as shallow-water access. That does not measure the depth at your frontage, but it is a practical reason to ask for a site-specific mobilization plan rather than accepting “barge access” as a complete explanation. What the local storm record tells you

Santa Rosa County reports that Hurricane Sally severely damaged the Floridatown ramp and dock. It announced the dock reconstruction complete in October 2023, funded through FEMA recovery reimbursement. Those facts establish a documented local damage-and-recovery history. They do not predict whether a private wall will fail or establish private grant eligibility. Keep your own storm evidence: dated photographs, earlier reports, prior repair invoices and any survey made after damage. Ask the assessor to distinguish new movement from old repairs and explain where observation alone is insufficient. A recently patched cap should not end the investigation of a tilted wall or settled ground.

Check the upland and bay sides together

The county’s North Escambia Bay water-quality record identifies erosion at Floridatown. Treat that as local context for asking about drainage and shoreline change. It is not evidence of the cause at a private parcel. Mark concentrated runoff, outlets, neighboring edges and any ground loss on the plan, then request an explanation tying the proposed work to those observations. North Escambia Bay water quality plan

  • Identify the existing wall material and retained sections.
  • Show the proposed water or land access route.
  • Ask how exposed ground will be protected while the wall is open.
  • Include the joint with the adjoining shoreline in the design.

Choose the permit route from the parcel

Santa Rosa County’s coastal guidance includes Escambia Bay in its Zone-2 description and lists local approvals for seawalls and related structures. The protection-zone width is not a universal permission to build at that distance. Use the survey and the county review to establish the actual limits. Before collecting quotes, read the repair or replace guide and decide which questions still need professional investigation. A proposal should state the work it includes, what it assumes about access and what would change the price. That is more useful than a bay-wide average that ignores shallow water and upland constraints.

What could the work cost?

Ask bidders to separate mobilization from the wall quantity and explain depth or access assumptions. Include temporary stabilization, debris removal and upland restoration; public FEMA-funded work does not set a private repair price.

Published starting ranges, not quotes. Pensacola-area figures cover replacement and foam injection; other figures retain their Florida source area.

Build a useful project brief

Collect the local records and site details that affect the proposed work.

  1. Document the access route

Ask the contractor to verify the water approach and any alternative land route. Check permissions for loading or staging before relying on a public ramp.

  2. Assemble the property history

Use your own photos and invoices to compare pre-storm and current conditions. Keep the public Floridatown recovery record as context, not proof of private coverage.

  3. Clarify shoreline boundaries

Have the survey and permit discussion identify the applicable mean-high-water and protection-zone information.

Pace & Floridatown project questions

Does the Floridatown dock reconstruction show my wall qualifies for FEMA funding?

No. The county’s announcement concerns a public facility and its recovery reimbursement. Private funding or insurance eligibility requires its own determination; do not build that assumption into a repair contract.

Can a contractor assume barge access from Floridatown?

The county calls the ramp shallow-water access. The contractor needs to verify the route, depth and authorized use for the proposed equipment. A nearby public facility is not a guarantee that the job can mobilize there.
