Are the dock and wall separate structures?
Check how the dock, walkway, stairs and boat lift connect to the shoreline. Ask which parts depend on the wall and which are independently supported. A replacement cap or change in shoreline alignment can affect connections that looked unrelated in a brief quote.
- Mark piles, brackets, utilities and access routes on the survey.
- Identify public navigation space and any lease or easement limits.
- Keep wall and dock permit histories in one property file.
What does DEP review?
DEP Northwest identifies docks, piers, marinas and shoreline stabilization among its environmental responsibilities. Ask for review of the complete proposed work, including temporary access and any dredging or fill. A wall authorization does not automatically resolve a different dock scope.
Who handles the federal questions?
Escambia and Santa Rosa counties are assigned to the USACE Jacksonville District’s Pensacola Permits Section. Ask about the work in navigable waters and applicable dredge or fill authorization. Do not apply an Alabama permit from a nearby contractor’s example to a Florida site.

What happens to dock power and utilities?
Pensacola publishes a separate dock-power permit application. Identify the electrical contractor, isolation arrangements and the permit scope when a dock is disconnected or rebuilt. Avoid entering water near damaged electrical equipment; have the responsible professional make it safe.
Assign each wall-and-dock handoff
A wall contractor, dock installer and electrician can each price a sensible task while leaving a gap between them. Put the shared tasks in one brief before comparing totals.
| Task | Clarify in writing |
|---|---|
Dock attachment removed for wall work | Who removes it, protects the dock and approves the new connection? |
Power or water interrupted | Which qualified trade isolates, reconnects and checks the system? |
Wall line or cap changes | Who coordinates the revised dock geometry and approvals? |
Work complete | Who provides each trade’s inspection and closeout records? |
Pensacola publishes a separate dock-power permit application. Include that review in the coordination discussion where the electrical scope changes, rather than assuming it is covered by the wall invoice. Pensacola applications and permit forms
How should the quote be divided?
| Item | Clarify |
|---|---|
Bulkhead | Panels, supports, cap, drainage and soil. |
Dock | Piles, framing, decking, connections and removal. |
Utilities | Electrical, water and any required specialist work. |
Access | Vessel moves, temporary access and equipment staging. |
Closeout | Inspection records, approved changes and cleanup. |
For an operating waterfront business, use the marina planning guide to add customer access and operational constraints.
What if old dock records are incomplete?
Give the relevant offices the parcel, approximate installation date and any older authorization number. Request records for the marine structures specifically. A house permit result is not a complete waterfront history. Compare retrieved plans with current conditions before assuming an old approval covers the proposed work.
