Perdido Key Seawall Repair & Big Lagoon Shorelines
Plan Perdido Key and Big Lagoon seawall work with habitat, access and permit checks. Separate lagoon frontage from Gulf beach and dune requirements early.
Describe your project on this page ↓Get to know your waterfront
Perdido Key has lagoon-facing, channel-facing and Gulf-facing shorelines. Those settings should not share one generic wall proposal. Nearby Big Lagoon State Park includes tidal marsh and pine flatwoods, while the island has a specific beach-mouse habitat permitting program. Begin by locating the shoreline and the proposed disturbance on the same site plan.
Check habitat and access before clearing a work area
Ask the contractor to mark the temporary footprint as well as the finished wall. Equipment routes, storage, removed vegetation and replacement landscaping can matter alongside the structure itself. A narrow waterfront repair should not quietly become a wider clearing project after equipment arrives.
Does the beach-mouse program affect this parcel?
Escambia County says parcels containing critical or suitable habitat, as determined by USFWS, need Beach Mouse Permit coverage. Its process includes a habitat-management plan, disturbance paperwork and site plans showing impacts, lighting and landscaping. Where coverage is required, the county places that authorization before its building permit. Confirm the actual habitat and scope instead of assuming every island repair has identical requirements. The county publishes habitat-impact and annual assessment figures, but these are not seawall prices. Ask whether existing coverage, conservation restrictions or a new disturbance affects the project. Obtain the applicable fee calculation from the county rather than multiplying the total lot size by a rate. Beach mouse impact fees and MSBU
Keep the boat route out of sensitive shallows
NPS identifies posted lagoons near Spanish Point, Langley Point and Red Fish Point where combustion-engine use is restricted to protect grassbeds. That rule is for the identified NPS waters, not every part of Big Lagoon. A contractor should still describe a feasible approach and avoid assuming that a straight line on an aerial is navigable or authorized. Gulf Islands National Seashore compendium
- Identify the actual work shoreline and ownership boundary.
- Show habitat and any conservation easement on the plan.
- List temporary access, storage and vegetation disturbance.
- Agree on a restoration plan before accepting mobilization.
Gulf beach work is a separate conversation
A lagoon bulkhead and a structure on a Gulf beach or dune do not raise the same questions. Have the designer identify the relevant coastal lines and reviewing agencies before selecting an armoring method. The permit guide explains the parallel local, state and federal checks; it does not provide blanket permission for a new wall.
For an existing lagoon wall, begin with its structural condition, drainage and connections. For an undeveloped edge, ask whether a living or hybrid shoreline is feasible. The marsh and upland communities documented at Big Lagoon demonstrate why nearby habitat belongs in the first conversation. Big Lagoon State Park
What could the work cost?
Keep habitat review, permit charges, wall construction, access and environmental restoration separate. Do not include a habitat fee merely because the address says Perdido Key; establish applicability first.
Published starting ranges, not quotes. Pensacola-area figures cover replacement and foam injection; other figures retain their Florida source area.

| Starting point | What to resolve | Prepare and look up |
|---|---|---|
Escambia County Building Services | Review the wall, dock, drainage and upland construction scope. | Supply the parcel survey, proposed layout, existing authorizations and construction access. |
Escambia County Natural Resources | Identify the relevant shoreline habitat and environmental records. | Describe disturbance, grading, vegetation and material handling. |
USACE Pensacola Permits Section | Determine the federal route for the complete marine proposal. | Show the footprint, material and access alongside the existing shoreline. |
Prepare the details that change this job
These local questions help an assessor or contractor give you a useful answer.
Confirm habitat coverage
Ask the county whether the parcel has suitable or critical habitat and whether the proposed disturbance is covered by an existing authorization.
Draw temporary impacts
Include access, storage, lights and landscaping in the same plan so the review reflects how the work will actually happen.
Check the water approach
Identify protected shallows and restricted NPS waters on the contractor’s route. Confirm the permitted operating area before loading equipment.
Plan your Perdido Key & Big Lagoon project
Describe the shoreline location and the concern you want assessed. Keep the survey and photographs available.

Perdido Key & Big Lagoon project questions
Does every Perdido Key seawall repair require a beach-mouse fee?
The county bases its habitat program on parcel habitat and development impacts. The island address alone does not establish the fee. Confirm the habitat acreage, proposed disturbance and any existing authorization with the county before putting a number in the budget.

Can I use a lagoon repair design on a Gulf-front lot?
Treat the Gulf-facing beach and dune setting as a separate design and permitting question. The survey, coastal lines, habitat and proposed footprint need review before choosing an approach. A nearby lagoon wall does not establish approval for beach armoring.
