Pensacola Seawall Inspection & Assessment Guide

By Pensacola SeawallUpdated: 2026-10-27

Prepare for a Pensacola seawall assessment with clear photos, permit records, inspection questions and a plan for buried or underwater components.

What does a seawall assessment need to answer?

Start with the decision you need to make: investigate a new depression, compare repairs, buy a waterfront home, or plan replacement. A useful assessment connects each finding to a location and explains what further work is needed before choosing a method. A quick look from the lawn cannot establish the condition of buried anchors or the submerged toe.

  • Ask who will inspect, what they will inspect, and whether engineering is included.
  • Request a plan or marked photographs identifying each wall segment.
  • Agree how inaccessible areas, assumptions and further investigations will be reported.

Is the crack in the cap or the wall below it?

Photograph the crack from stable ground with a familiar object for scale. Record its position relative to a panel joint, corner, dock connection or drain. Note exposed metal, rust staining, displaced concrete and whether the gap has changed. Do not chip away concrete or lean over a suspect edge to improve a photograph.

Ask the professional to distinguish cosmetic surface work from a repair to a load-carrying component. Request the proposed preparation and the evidence that supports keeping the existing concrete. See the cap repair guide.

Where did the soil go?

A lawn hollow, sinking pavers and a gap beside the wall belong in the same location record. Ask whether water is escaping through a joint, behind a return, around a pipe, or beneath the structure. Filling the visible hollow leaves that question unanswered.

Pensacola’s Bayou Texar stormwater work makes the distinction between private wall drainage and public outfalls especially useful. Record any nearby outlet and ask who owns it before proposing a change. Public drainage work does not certify a private seawall.

What should you do about a leaning wall?

Keep people, vehicles and stored materials away from visibly unstable ground. Arrange a qualified structural review; an online questionnaire cannot establish safe access. If collapse threatens people or an occupied structure, move away and contact emergency services.

Ask for a measured baseline showing wall alignment, adjacent grades and the location of affected connections. The resulting proposal should identify what can remain and what must be exposed, tested or replaced.

Which records help a Pensacola assessment?

A useful file before the visit
RecordWhy it helps
Survey and parcel number
Identify property limits, cap elevations and the named vertical datum.
Wall and dock permits
Compare approved geometry with the visible work.
Repair invoices and dated photos
Separate original construction from later cap, anchor or soil work.
Storm and drainage notes
Describe when water appeared and which sections changed.

City parcels use MGO Connect for permit activity. Unincorporated Escambia parcels follow county Building Services. Give the office the parcel number; a Pensacola postal address alone does not settle jurisdiction.

Write a useful assessment brief

For example: “There is a depression beside the second panel joint near the dock. We first noticed it after rain. The cap looks unchanged from our older photographs, but we have not viewed the underwater face. We need to know which investigation is appropriate before choosing a repair.”

That brief identifies the observation, location, history and decision without diagnosing the cause. Add a photograph marked with the same panel location, the parcel number and the available survey. If you include a NOAA Pensacola water-level screenshot, retain its date, time and datum; the station supplies context rather than a measurement at the wall. NOAA Pensacola tide station 8729840

Ask the assessor to respond with the proposed scope, exclusions and written deliverable. This helps prevent a visual visit from being mistaken for a complete structural investigation.

Can tide data explain what you saw?

NOAA station 8729840 provides Pensacola tide predictions and observed water levels. Save the date and time alongside your photographs. A station reading is context, not the water elevation at every bayou or proof of the cause of damage.

What should the final report contain?

  • Findings tied to named components and marked locations.
  • Limits of the inspection, including submerged and buried parts.
  • Recommended investigation, repair choices and permit questions.
  • Priority, access restrictions and a clear next decision.

Use the report to develop comparable written scopes. Keep the inspection fee, engineering fee and construction price separate.
