Pensacola Marina Seawall & Bulkhead Repair Planning

Define the waterfront work around the way your marina operates, from vessel access and shore power to material handling and permit conditions.

Discuss a waterfront business project
01 · Operating needs

Put operating constraints on the project drawing

Identify the wall segments, slips, docks, utilities and customer routes affected by the work. Mark fuel, power, water, equipment loading and emergency access. Give bidders the same operating requirements, busy dates and proposed closures so prices reflect a comparable job.

Bayou Chico is a documented working waterfront. A proposal there should explain how construction vessels and material movements fit the actual site rather than assuming open water beside the wall is available staging space. Identify who controls each berth, access route and adjoining structure. Florida State Expenditure Plan, project 1-1

Share the business’s needs
02 · Design questions

Separate structural repair from the surrounding systems

Show the designer everything connected to or loading the bulkhead: dock connections, pavement, utilities and equipment areas. Ask what needs investigation before the design is fixed and whether the work will disturb the bed or retained material.

For Bayou Chico, EPA’s legacy-sediment findings justify asking a site-specific testing and handling question where material will be disturbed. They do not establish contamination at every marina. Separate any excavation, dewatering, disposal, utility reconnection and dock modification from the base structural scope. Ask who designs and approves each interface. 03 · Approvals & phasing

Build the approval sequence around the actual footprint

List local, state and federal reviews with a named person responsible for each submission. DEP Northwest covers shoreline stabilization, docking and environmental-resource questions. Escambia and Santa Rosa federal permitting goes through the Jacksonville District’s Pensacola Permits Section, even though other regional agencies use Mobile in their names. Ask how temporary works, barge access and construction phases appear in the applications. A state authorization does not remove applicable Corps requirements. Confirm the approved footprint before committing to closures, and raise design changes with the relevant agencies before proceeding. USACE South Atlantic Division Florida regulatory guidance

Common questions

Can the marina remain open during repairs?

Ask for a phasing and access plan based on the designed work. Identify berth closures, customer routes and utility interruptions; continued operation is not automatic.

Should all bidders assume water-based access?

Only if that route is feasible and authorized. Compare upland and water access using the actual staging, vessel, environmental and restoration requirements.

Does Bayou Chico sediment always need special disposal?

No blanket conclusion follows from regional studies. Ask the environmental professional what the proposed disturbance and site-specific evidence require.

Are dock and utility changes included in a wall quote?

Only when the scope says so. Identify electrical, water, fuel and dock work individually, including design, specialists, reconnection and testing responsibilities.

Can a residential per-foot estimate set the marina budget?

Use a commercial scope and site-specific prices. Loading, access, operating restrictions, utilities and material handling can differ substantially from a home project.

When should operating dates be announced?

After the project team confirms approvals, access and a workable sequence. Explain what could change the schedule and who communicates updates to customers and staff.

Bayou Chico excavation needs a material-handling question

EPA identifies legacy sediment concerns in Bayou Chico, including metals, PAHs, pesticides and PCBs. That regional evidence does not establish contaminant levels at a particular marina or mean every above-water repair needs dredging. It does make the extent of disturbance an important scope question. Bayou Chico sediment habitat research

Escambia’s remediation design materials separately address dredging, transport, dewatering, contact-water treatment and off-site disposal. For a project disturbing sediment, ask the environmental professional what testing and handling are appropriate to the actual footprint. Keep those items distinct from cap repair or panel replacement prices. Bayou Chico remedial action design, May 2024

Verify access before fixing the mobilization date

The county’s August 2026 notice closed Oriole Beach Boat Ramp from August 24 and gave a weather-dependent projected reopening of February 20, 2027. The project includes shoreline stabilization and stormwater work. Recheck current access if a proposal assumes that launch point; a public ramp is not automatically an authorized construction base. Identify the actual barge or vessel route, unloading location, temporary mooring and operating restrictions in the bid brief. For federal review, Escambia and Santa Rosa counties are handled by the Jacksonville District’s Pensacola Permits Section at (850) 470-9824. Discuss any changed work footprint before proceeding. Define each phase’s handover

For each construction phase, ask the team to identify who confirms that the agreed work, utilities and access arrangements are ready for the intended use. Keep this distinct from a contractor simply leaving the site.

A phase handover checklist
InterfaceRecord to request
Wall and dock
Completed scope, approved changes and remaining restrictions.
Power, water and other systems
Responsible trade’s completion and inspection records where applicable.
Customer and staff routes
Removal or revision of barriers and temporary routes.
Permitted work
Relevant inspection and closeout status.
Operations
Named person accepting the handover and communicating the next arrangement.

If a phase leaves temporary protection or restricted berths, show them on the operating plan. Do not describe the whole waterfront as complete when the handover applies to only one work area.
