Pensacola Seawall Inspection Planning for Real-Estate Agents

Turn a waterfront concern into a clear assignment: the property, the question, the available records and the date your client needs an answer.

01 · Dates & access

Start with the decision your client must make

A Bayou Texar buyer may need to understand soil loss; a Pensacola Beach seller may need to explain an earlier repair. Define that question before ordering a generic waterfront report. State the inspection-period deadline, planned closing date and who may authorize access. Confirm the visit and written-report dates with the appointed professional.

Find out who owns the wall and whether access crosses association or neighboring land. On Pensacola Beach, include SRIA approval records for leasehold improvements with the usual property documents. Development and Environmental Services

02 · Your handoff checklist

Send a brief the specialist can act on

Use the parcel number, shoreline location and photographs to avoid confusion between similarly named streets or opposite bayou shores. Assemble one small package:

  • The client’s question and the exact wall segment involved.
  • Survey, repair invoices, permits and earlier assessments.
  • Missing records clearly labeled as missing.
  • Access contact, gate arrangements and restricted areas.
  • Required report recipients and any agreed reliance limits.

Pensacola and unincorporated Escambia use different building offices. Identify the jurisdiction before asking a specialist to retrieve records. Escambia Building Services

Separate findings, prices and transaction choices

When the report arrives, identify what was observed, what remains unknown and which further investigation is recommended. A visual condition report, an engineered repair design and a construction quote answer different questions. Ask which one the client has purchased.

If the parties discuss a credit, use a property-specific scope with access, permits, drainage and restoration included or explicitly excluded. Keep the professional’s recommendation distinct from the agent’s negotiation advice. A target closing date does not establish that environmental review or repair closeout can finish in time.

What to ask for in a seawall condition report

Confirm the type of assessment and written report with the professional you choose, including the scope and delivery date. Ask for dated photos, findings, recommended repairs and a list of areas that could not be inspected.

Ask whether the assessment covers the wall panels, concrete cap, joints, supports and ground behind the wall. Buried anchors and underwater areas may need extra investigation. If you need a repair budget or an estimate of remaining life, discuss that before the visit.

Request report pricing. Confirm the scope, price and availability directly with the professional before relying on a visit or report date.

See the InterNACHI waterfront inspection standard for examples of what a visual inspection covers.

Check the right wall measurement.

Thinking about raising or replacing the wall? The height guide explains which survey measurement to use and where to check local requirements.

Common questions

What should I send before the inspection period starts?

Send the survey, available wall records, owner-authorized access contact and the question to resolve. State the deadline; obtain confirmation of the professional’s scope and delivery date.

Does an online permit search settle the approval history?

No. Record the jurisdiction, parcel and search results, then ask the responsible office about older records or unclear status. An absent online result needs follow-up.

Can the seller’s report serve the buyer?

Ask its author about the named client, date, scope and permitted reliance. The buyer can then decide with advisers whether an updated or separate assessment is needed.

Should the report recommend a sale credit?

Ask for clear findings and a repair scope first. The parties and their advisers can evaluate a credit using written prices and unresolved costs.

How should we describe a nearby public shoreline project?

Identify the actual project, location and current status. Keep a public drainage or park improvement separate from the condition and approval of the private seawall.

Who orders additional engineering?

Agree who authorizes the work, pays and receives the findings before it begins. Record how additional investigation fits the client’s transaction deadline.

Find the records under the correct jurisdiction

A listing’s Pensacola address is not enough to choose the permitting office. City records follow Pensacola Building Inspections, while unincorporated parcels use Escambia County Building Services. Gulf Breeze has its own marine construction application, and its FAQ also identifies Santa Rosa County building approval. Escambia Building Services Gulf Breeze permits and applications Gulf Breeze permitting FAQ

Record where you searched, the parcel number used and what was found. When the file has a permit application but no completion evidence, ask the office about its status. Label the missing item precisely so the transaction team can assign follow-up instead of assuming the wall was either approved or unpermitted.

Attach the right Bayou Texar project map

If a listing mentions nearby drainage improvements, check the current city project page before repeating the claim. Pensacola describes the Bayou Texar project as pre-design, with survey and geotechnical work in July 2026. Its maps distinguish east-shore and west-shore East Gadsden Street locations. Identify whether the public work actually adjoins the listing. Keep it separate from the private wall’s inspection and permits. A useful buyer handoff explains which record covers which asset; it does not suggest that planned public drainage work resolves a private structural concern.
