Start with the parcel, not the mailing address

A Pensacola mailing address does not automatically put a waterfront lot inside the City of Pensacola. Confirm the parcel’s jurisdiction before requesting plans or paying an application fee. The local office checks zoning, construction and floodplain requirements; environmental approvals can follow a separate path.

Use the parcel number and waterbody name when you call. Ask which approvals apply to the exact work: repairing a cap, replacing panels, moving a wall, adding fill or changing drainage.

Inside Gulf Breeze, city marine or planning approval and the separate Santa Rosa County building permit are both part of the review path. Ask the city and county to identify the approvals for the specific scope.

Put the existing wall and proposed work on one plan

Gather a survey or reliable site plan, photographs, approximate wall length, existing permits and a clear repair description. Mark the house, pool, dock, neighboring wall connections, access route and any proposed change in shoreline position. Flag vegetation, submerged habitat and places where soil is escaping. These preparation steps help an agency distinguish a repair from an expansion.

Santa Rosa’s coastal application specifically requests a scaled site plan, dimensions, property lines, existing waterfront structures and a vicinity map. It includes seawall replacement. DEP Northwest offers pre-application meetings; bring the same package so the agencies are reviewing the same proposal.

Check the state and federal permit paths separately

DEP Northwest Environmental Resources handles shoreline stabilization, wetlands, docks and state lands. Start with (850) 595-0585 or (850) 595-0575 for a typical residential shoreline proposal. DEP and the water management district divide responsibilities, so a larger development can follow a different route.

Escambia and Santa Rosa counties belong to the USACE Jacksonville District’s Pensacola Permits Section. Call (850) 470-9824 or use the Regulatory Request System. The office is at 41 N. Jefferson Street, Suite 301. A state authorization does not remove applicable federal requirements. Ask each office what it needs before work begins, including any permission to use state-owned submerged land.

An existing wall can qualify for an exemption, but location matters

Florida section 403.813 includes a state exemption for seawall restoration at the previous location, landward of it, or within 18 inches waterward. That measurement is not permission to reclaim extra land. The work must meet the applicable exemption conditions, and Chapter 161 coastal requirements remain separate.

Do not treat a natural bayou as a qualifying manmade canal. Do not assume that an old wall makes a longer or relocated wall exempt. Describe the original alignment, proposed alignment and backfill scope accurately.

The 2026 statute limits a local government’s ability to demand further DEP verification from someone claiming its exception. An optional written agency determination can still help resolve uncertainty. Keep the basis for the exemption with the project records, and check local, federal and submerged-land requirements separately.

Confirm local shoreline and floodplain requirements

Pensacola’s building-permit exemption for some work costing less than $7,500 does not apply to structural work or property partly or wholly within a designated flood hazard area. A small invoice is not evidence that a seawall repair needs no permit.

Santa Rosa County requires zoning approval and a building permit before seawall construction. Its Shoreline Protection Zone 2 covers listed bays, basins and bayous from mean high water to five feet landward. That defines a protection zone; it is not a universal five-foot wall setback. Public waterfront access requirements can also affect the design.

Escambia’s current flood maps became effective August 19, 2025. Use the current parcel information when discussing floodplain requirements rather than relying on an older real-estate listing or survey note.

Beachfront and sheltered-bay projects need different questions

A Gulf-facing beach lot can involve DEP’s Coastal Construction Control Line program, with concerns about dunes, erosion and public access. Call (850) 245-8570 before assuming a bayfront wall design is suitable. On Pensacola Beach, SRIA also warns against grading or barriers that redirect water onto neighboring property.

For a sheltered bay or bayou, ask whether a living shoreline or hybrid design could address erosion. NOAA describes these approaches as most appropriate for sheltered coasts, subject to site conditions and permitting. The Pensacola & Perdido Bays Estuary Program’s assistance applications are currently closed; check its program page for changes before building a funding assumption into your budget.

Budget for the whole approval process

Santa Rosa’s published fee schedule lists $100 for Coastal Construction review. That is one review charge, not the total permit cost or construction price. Building review, engineering, surveys, environmental work and other approvals can add separate costs.

Request a project-specific estimate from the responsible office and ask the contractor to separate agency fees from permit preparation. Keep a written allowance for revisions. No single verified turnaround applies to every Pensacola-area seawall: completeness, design changes, habitat questions and separate approvals affect the schedule. Pensacola accepts permit applications through MGO Connect, so provide the original PDFs required by its current instructions.

Agree on inspection and closeout responsibilities

Before signing, identify who submits applications, responds to agency comments, requests inspections and supplies the final records. Ask which work must remain visible for inspection before concrete placement or backfilling. Use the issued permit’s conditions to set the sequence.

Pensacola inspections can be requested through MGO Connect or (866) 957-3764, option 5. Arrange access when the waterfront is behind a locked gate. Keep approved plans, inspection results and permit closeout documents with the property records.

Verify the contractor’s license and the engineer signing the plans. The Florida Board of Professional Engineers links to the official license search. Florida does not license engineers by discipline, so also ask about comparable seawall projects and coastal structural experience.

Track approvals on one page

For each reviewing office, record the application number, drawing date, current status, outstanding question and the person responsible for the next reply. This is a practical tracking aid, not an additional application requirement.

A simple project register
RecordWhy it helps
Parcel and complete scope
Keeps the wall, dock, drainage and temporary access together.
Plan revision date
Shows whether each office has the same proposal.
Approval or documented exemption basis
Preserves the actual determination and its limits.
Conditions and inspection points
Identifies what must happen before the next construction stage.
Closeout document
Separates completed construction from completed records.

Keep federal status separate from state status: the Corps warns that a state permit does not remove applicable federal authorization. When the work changes, identify which files need updating before the revised work proceeds. USACE South Atlantic Division Florida regulatory guidance
